About The Project

Plans are in the works to improve Main Avenue in Fargo between 25th Street and University Drive. The project purpose is to replace aging pavement and infrastructure on Main Avenue, improve system deficiencies, and upgrade pedestrian facilities. This project will include a full reconstruction of Main Avenue from 23rd Street to just west of University Drive including new pedestrian facilities, utility and drainage upgrades, and lighting improvements. Sidewalk widening will also be completed on the south side of Main Avenue between 23rd and 25th Street.

Environmental Assessment/Finding of No Significant Impact (FONSI)

In February 2023, NDDOT, FHWA, and the City of Fargo (City) started an Environmental Assessment (EA) for this project, to complete a detailed evaluation of potential impacts from the proposed alternatives.

The EA was completed and released on 11/01/2023. NDDOT and the City recommended that Alternative C2 with Option 1 and Option 3 be selected as the Preferred Alternative. The EA was available for public viewing for a 30-day period and a Public Hearing was held on 11/16/2023.

Upon completion of the public review period and Public Hearing, FHWA reviewed the public comments and Preferred Alternative recommendation, and made a determination on 01/08/2024 that the Preferred Alternative will have no significant impact on the environment.

The Finding of No Significant Impact (FONSI) document was released on 01/24/2024 and was available for public viewing for a 15-day period.

The project will now move into final design and right of way acquisition, with construction anticipated to start in Spring 2026.

November 2023 Public Hearing

A Public Hearing for this project was held on Thursday, November 16, 2023. The Public Hearing provided an opportunity for the public to comment on the 11/01/2023 release of the Environmental Assessment (EA) and Preferred Alternative recommendation for this project (Alternative C2 with Option 1 and Option 3).

October 2022 Public Input Meeting

    Notice of Finding of No Significant Impact for proposed Main Avenue project

    BISMARCK, N.D. – In accordance with the National Environmental Policy Act of 1969 and the National Historic Preservation Act of 1966, the Federal Highway Administration (FHWA) has determined that the preferred alternative for the Main Avenue Reconstruction project in Fargo will have no significant impact on the environment. The preferred alternative has been identified as Alternative C2, along with Option 1 and Option 3.
